The delegate emphasized that the funding aims to ensure Guam benefits from its growing strategic importance, with Moylan stating, “As Guam’s strategic importance continues to grow, we must make sure the people of Guam benefit from that growth as well.” The financial breakdown reveals that the majority of the $1.9 billion is allocated to military construction, with $1.353 billion designated for infrastructure projects. These include the Polaris Point Submarine Pier, the Joint Consolidated Communications Center, resiliency initiatives at Inner Apra Harbor, and Phase III of the Defense Access Roads Program. Moylan’s office highlighted that these investments are critical for operational infrastructure and support the island’s defense capabilities. Another $184.41 million is earmarked for missile defense, focusing on enhancing Guam’s capabilities through upgrades to the Aegis Guam Weapon System and the Enhanced Integrated Air and Missile Defense architecture.
