The directive, issued via a finance department circular on Tuesday, mandates that all administrative departments adhere to planning guidelines when seeking approvals or funds for civil projects. This move aims to prevent the sanctioning of new initiatives without a thorough assessment of existing financial liabilities and the government’s capacity to fund them.
