Gillette College trustees set to discuss funding, contracts for Enzi Learning Center The Gillette Community College District Board of Trustees will convene on Wednesday, March 25, from 11:30 a.m. to 1:30 p.m. at the Gillette College Technical Education Center, located at 3251 4-J Road. The meeting will center on the Enzi Applied Learning Center, with trustees expected to review a Construction Manager at Risk contract with Sampson Construction Co. Inc. This agreement would outline the management approach for the project during both its planning and construction phases. Additionally, the board will examine a proposal from MOA Architecture for further work on the project. The proposal, valued at $1,988,960, includes final design plans, permitting, and oversight of construction until completion. The building itself is projected to cost approximately $39.9 million. Preliminary work to replat the land for the project has already begun. Trustees will also decide on a firm to handle bond underwriting services to finance major initiatives. Two companies submitted proposals: Piper Sandler & Co. (in collaboration with Hathaway & Kunz) and Stifel Public Finance. The district aims to raise around $35 million through lease revenue bonds. The board may also address its mill levy, which currently stands at 3.270 mills but could be increased to as high as 4 mills to support operational costs. The discussion will continue on Policy 3000.39, which governs the use of facility maintenance funds. The policy aims to preserve the main fund balance and restrict spending to only the interest generated by these funds.
