According to DHS, Guerrero, 25, had entered the United States illegally on September 1, 2023, through the southern border. The agency stated that ICE agents were monitoring an address linked to an individual with a final order of removal from the country. During a traffic stop attempt, the vehicle associated with the address attempted to flee, prompting an officer to fire his weapon in what authorities described as a precautionary measure to ensure public safety. Maine Governor Janet Mills condemned the incident, stating that ICE should be abolished as a federal agency if it cannot be reformed. In a letter to Maine’s congressional delegation, Mills urged Congress to mandate that ICE uphold the rule of law and prioritize national security. She emphasized the need for the agency to respect legal standards and address systemic issues following the shooting. U.S. Senators Susan Collins and Angus King called for the Department of Justice to collaborate with state and local law enforcement in investigating the incident. Collins expressed concern over the frequency of traffic stops amid recent shootings, stating, “It can be that in certain emergency situations, these traffic stops are warranted. But to have them routinely done when we have two recent shootings that raise very serious questions, to me calls for a halt in that approach for now.” King added, “It was a mistake.
