The budget emphasizes initiatives such as establishing a dedicated power distribution company for the agriculture sector, a mission to clean the Yamuna River, and a Rs 100-crore Green Climate Resilience Fund. A 20 per cent reservation for Agniveers, a quota for ex-servicemen, and the creation of an anti-terror squad (ATS) with women commandos are also highlighted. Saini, who also holds the Finance portfolio, stated that no new taxes were imposed, focusing instead on development and welfare. The speech incorporated references to Sikh and Hindu religious teachings, invoking Guru Nanak Dev’s principles of “kirat karo, naam jappo, vand chhako” (honest work, devotion, and sharing) and Guru Ravidas’ vision of a state where everyone has food and lives happily. Saini also emphasized bridging the gap between Punjab and Haryana, positioning the latter as a model of governance.
