The petitioners contended that the 2010 notification from the National Council of Teacher Education (NCTE) mandated that all teacher recruitment processes align with its guidelines, which explicitly required TET certification. The court, however, ruled that the state government had not provided evidence of any recruitment under the NCTE’s 2010 notification or clarified the specific classes for which the positions were intended.
