Deputy United States Marshal Jordan Fisher explained that the father had allowed the mother temporary custody but expressed concern when the child was not returned as scheduled. “Once the child was supposed to be returned to him and was not returned, it raises a level of concern,” Fisher said. The father informed authorities about the child’s condition, emphasizing the need for careful handling during the recovery process. Investigators revealed that Otero, the non-custodial parent, had fled to Puerto Rico after the child went missing. U.S. Marshals collaborated with local law enforcement in Guayanilla, Puerto Rico, to locate the mother and the boy.
