Centre Clears Rs 9,585 Crore Scheme To Replace Polluting Commercial Vehicles In Delhi-NCR The Union Cabinet approved a Rs 9,585 crore scheme on 3 June 2026 to support the National Capital Region Planning Board (NCRPB) in replacing old trucks and buses in the Delhi-NCR region. The initiative aims to reduce vehicular pollution by enabling commercial vehicle operators to access concessional loans for purchasing new BS-VI and electric buses and trucks. The scheme includes financial contributions of Rs 5,041 crore from the central government and an estimated Rs 1,601 crore in tax concessions from participating states. The program targets owners of trucks and buses registered in Delhi-NCR that comply with BS-IV or earlier emission norms, encouraging them to replace these vehicles with BS-VI or stricter emission-compliant alternatives, or electric vehicles (EVs). The scheme is expected to significantly cut vehicular emissions and improve air quality in the region. Approximately 2.07 lakh operators, including 1.91 lakh truck owners and 16,329 bus operators, will benefit from the initiative. Implementation is slated for October-November 2026. Operators will receive favorable financing terms, including a 5% interest subvention on loans for five years, monthly fuel vouchers worth up to Rs 4,800 based on vehicle category, and lump-sum benefits for EV purchases or Certificate of Deposit trading. State governments will waive registration fees and offer up to 100% motor vehicle tax concessions for new vehicles and 50% for used vehicles for 10 years. Pending liabilities on old vehicles participating in the scheme will also be waived. Delhi-NCR Launches Rs 5,041 Crore Scheme to Phase Out Old Trucks and Buses The Indian government has approved a Rs 5,041 crore initiative to systematically replace older trucks and buses in the Delhi-National Capital Region (NCR), aiming to combat severe air pollution. The plan targets over 1.9 lakh commercial trucks and approximately 16,000 buses operating under outdated BS-IV and older emission standards. These vehicles, which contribute significantly to pollution, will be phased out through financial incentives encouraging owners to scrap or sell them outside the NCR. The scheme emphasizes transitioning to cleaner BS-VI-compliant or electric alternatives to reduce harmful emissions. Under the program, vehicle owners in Delhi-NCR who scrap their old trucks or buses at authorized facilities or sell them in non-NCR cities will receive a range of benefits. These include a 5 percent interest subvention on vehicle loans, monthly fuel vouchers for up to five years provided by oil marketing companies, and ex-showroom discounts from manufacturers. Additionally, state governments are urged to offer a 100 percent concession on motor vehicle tax and waive registration fees for new replacement vehicles. Used BS-VI vehicles purchased under the scheme will also qualify for a 50 percent tax concession. All these incentives are valid for a period of 10 years.
