The decision to reinstate the NCO marks a reversal of a previous directive issued in May 2022, which had ordered the organization's dissolution. Moving forward, all coaches and wagons repaired at workshops or sheds must undergo an NCO fitness certificate before being allowed on the tracks. This ensures that only vehicles meeting strict safety standards are operational. The NCO, functioning as an independent entity, will conduct impartial fitness checks on critical components such as braking systems, wheel-axles, suspension mechanisms, and internal safety standards. This move is expected to resolve disputes among regional railways regarding maintenance quality and ensure uniform safety protocols across all zones.
