राष्ट्रपति ने कराधान एवं भुगतान प्रणाली कानूनों में संशोधन को मंजूरी दे दी राष्ट्रपति द्रौपदी मुर्मू ने कराधान एवं अन्य कानून (संशोधन) अधिनियम, 2026 और भुगतान एवं निपटान प्रणाली अधिनियम, 2007 में संशोधन से जुड़े कानून को मंजूरी दे दी है। विधि मंत्रालय की 17 अगस्त को जारी राजपत्र अधिसूचना के मुताबिक, इन दोनों विधेयकों को राष्ट्रपति ने अपनी मंजूरी दे दी है। इन विधेयकों को संसद ने 10 अगस्त को पारित किया था। भुगतान एवं निपटान प्रणाली अधिनियम में संशोधन से सरकार को एकीकृत भुगतान प्रणाली यूपीआई और रुपे कार्ड लेनदेन पर शून्य ‘व्यवसायी रियायती दर’ (एमडीआर) व्यवस्था में बदलाव के लिए कानूनी आधार मिल गया है। सरकार अधिसूचना के जरिये यह तय कर सकेगी कि किन इलेक्ट्रॉनिक भुगतान माध्यमों या लेनदेन पर एमडीआर शुल्क नहीं लगेगा। फिलहाल, बैंक और भुगतान प्रणाली प्रदाता यूपीआई एवं रुपे डेबिट कार्ड से किए गए भुगतान पर उपयोगकर्ताओं से शुल्क नहीं ले सकते हैं। एनपीसीआई की अध्यक्षता वाली यूपीआई एवं सेवा संचालन समिति अब एमडीआर शुल्क के संबंध में निर्णय लेगी। वित्त मंत्री निर्मला सीतारमण ने इस विधेयक पर चर्चा के दौरान सदन में कहा था कि उपभोक्ताओं के लिए यूपीआई भुगतान निःशुल्क बना रहेगा और भविष्य में एमडीआर शुल्क कुछ निश्चित श्रेणियों के कारोबारी लेनदेन पर ही लागू होगा। कराधान एवं अन्य कानून (संशोधन) अधिनियम का उद्देश्य विदेशी पूंजी आकर्षित करना, घरेलू इलेक्ट्रॉनिक्स विनिर्माण को बढ़ावा देना और विदेशी क्लाउड कंपनियों के लिए भारतीय डेटा केंद्रों का इस्तेमाल सुगम बनाना है। यह कानून पांच जून, 2026 को जारी उस अध्यादेश का स्थान लेता है, जिसके तहत सरकारी प्रतिभूतियों में निवेश से विदेशी पोर्टफोलियो निवेशकों (एफपीआई) की ब्याज आय और पूंजीगत लाभ को आयकर से छूट दी गई थी। इस अधिनियम में विदेशी कंपनियों के लिए भारत में इलेक्ट्रॉनिक्स उत्पाद का अनुबंध विनिर्माण पर कराने को लेकर उपलब्ध आयकर छूट को वित्त वर्ष 2040-41 तक बढ़ा दिया गया है। इसमें मोबाइल फोन, लैपटॉप, पर्सनल कंप्यूटर, टैबलेट, सर्वर और उनके प्रमुख कलपुर्जे एवं सहायक उपकरण शामिल हैं। इसके अलावा, इलेक्ट्रॉनिक...#nirmala_sitaraman #drupadi_murmu #upi #npci #rupa_card

This decision stems from the need for regulatory approval and partnerships with sponsor banks, as UPI transactions require clearance from the National Payments Corporation of India (NPCI) and collaboration with a designated financial institution. The launch of Apple Pay in India marks a strategic move for the tech giant to tap into the country’s premium credit card market. By enabling users to store card details in the Apple Wallet, the service will allow customers to make contactless payments at physical stores via near-field communication (NFC) technology. Additionally, users will be able to use their devices for online transactions. However, the absence of UPI support at launch means that Apple Pay will not compete directly with India’s dominant digital payment platforms, which rely heavily on UPI for instant money transfers. Apple’s entry into the Indian market is also tied to negotiations with major credit card issuers over transaction fees. The company has been seeking a share of the interchange fee, which is the amount merchants’ banks pay to card-issuing banks for processing payments. Sources indicate that Apple has been negotiating for a 15-20 basis points (bps) share of this fee, while some prominent credit card issuers have proposed a lower rate of 10 bps.
