Delhi Government Implements Permanent "No PUC, No Fuel" Rule to Combat Pollution The Delhi government has announced the permanent enforcement of a stringent rule requiring all vehicles to present a valid Pollution Under Control (PUC) certificate to access petrol, diesel, CNG, or LPG. This measure, previously applied only during peak pollution seasons, is now a year-round mandate aimed at reducing vehicular emissions and improving air quality. Chief Minister Rekha Gupta directed all petrol pump operators and enforcement agencies to strictly adhere to the rule, emphasizing its role in curbing pollution and ensuring compliance. Under the new policy, vehicles without a valid PUC certificate will be denied fuel supply. The requirement mandates that every vehicle must possess a valid PUC certificate at least one year after registration. Despite this regulation, many vehicles continue to operate on Delhi’s roads without proper certification, contributing to the city’s persistent pollution crisis. The government has reiterated that such non-compliance exacerbates environmental degradation and undermines efforts to achieve cleaner air. The revised Graded Response Action Plan (GRAP) outlines clear directives to enforce the PUC rule rigorously. Fuel supply companies, including retail outlets, have been instructed to ensure strict compliance with the directive. Multiple departments, including the Food and Supplies Department, Transport Department, Environment Department, Municipal Corporation of Delhi (MCD), and Delhi Traffic Police, have been tasked with monitoring and enforcing the rule.
